The reason is the Garda I at the request of dep of Health are about to clampdown on this scene because it is regarded as a super spreader for the virus. And to be honest I can’t blame them. Its easy to secure a conviction when someone admits to a crime or caught in the act, there is a high threshold of proof required to secure a conviction, your correct the odd sting operation if there are numerous complaints being made.

if you are at a place where the odds are against you from the start you're finished unless the police make a cock-up, if you are arrested in a brothel and all of these arrests are brothel related you don't have to say anything as the evidence is very clear and anyway you are going to be hung out to dry in these places as they owe you no allegiance anyway.
However it is a completely different story if the lady is totally independent and that is why you did not see police monitoring these places.there was simply no point.
Its only for statistics anyway and not much real effort is being put into this and so trafficking continues to grow.
