I think, you leave your home country for two main reason, which is either war, or over a human right issue, occasionally political. So you go, cos you are in danger and you fear for your life. What the country you go to should provide, is basics like food, shelter, medical help, if someone is in "serious" danger, should these things not be enough? Possibly a few extra depending, how long the person expects to stay. And should the person not feel greatful towards the country, who takes it in? A dormitory, style accomondation is perfect imo, you can keep tab on people, you can concentrate the services provided to them to one place. Then once the person it's decided, that they will not be able to ever return or for a fair few years, they would fall into a complately different cathegory and should start to integrate into sociaty.
The idea is generally, that you leave a country, where there is war, with the intend, that you will return, once the country is deemed safe I tought, so temporary accomondation is perfect.
Anyhow this is just my tought. I guess we all have our opinions.
