I have not seen any remarks about this part of the law anywhere. The law does not remove criminality from any other aspect of escorting, except it seems to decriminalise outdoor sex work, after so much recent legislation designed to end it. Are they attempting to drive escorting out of (comparatively )safe indoor work to unsafe outdoor work like the bad old days?
In the ROI bill there was no reference to changing any existing prostitution law, just adding new offence of paying for sexual services and increasing punishments for paying trafficked people for sex.

This is the aspect of prostitution that IMO offends "decent" people most, as evidenced by the controversy in Limerick two years ago.
