There is no obligation to wait. Each state is independant. However it seems reasonable to wait for some dinstinctive results, and try to judge the prospects of Laura's application in each instance. The risk of its sucess is, that the same process would be instantly applied to ROI legalisations in that matter, and then it definietely collapse taken into courts.
