I know a fella who got a warning for answering his phone while waiting at the traffic lights.
    Handbrake was on ffs

A warning, I was stopped in a traffic jam, was an accident or something and traffic wasn't moving, had my phone in my hand twirling it, wasn't using it or anything, motorbike garda pulled up alongside, knocked on the window, I said I wasn't on it, he showed me his handheld and asked what does that say, I read it and the charge was phone in hand, fucker done me and all.

Correct. You cannot touch your phone when driving.
Only using a hands free kit is allowed.
