Certainly rehabilitation does not seem to be as effective with him as it was apparently with Thompson, i know young Jamie Bulger got now chance, i believe that John Venables is evil to his core, you could argue that he had a poor up bringing, but he has had protection from HMPS for the majority of his life and plenty of people have trouble in their lives whilst growing up, but they don't progress to sadistic levels that individuals like Venables have.
Giving this person a fresh start would be potential death sentence to a member of the public, Venables is a serious menace to himself and more importantly others, particularly the young and vulnerable.

If there is any justice at all then Gerald Barry will be given a blanket party by the ODCs in whichever prison his stinking degenerate carcass is being held in and after said party hopefully every single bone in his body will be fractured (personally i would also arrange to have every tooth broken out of his jaws as well) and then hopefully some similar treatment could be arranged for his stinking degenerate family as well.
