It was the dublin airport authority that built Cork airport
But it is typical of Irish engineering/planning etc, ie: building the Dublin port tunnel 200mm to low so it cant accommodate super trucks for example. and building a light rail system on two lines that dont link ... the list of Irish engineering cock-ups is pretty much endless.
Ive lived in Ireland just a little over 20yrs, most of them in Cork, though i have live in various other parts of Ireland, i have no complains about the city or the people.
And in answer to a previous question about flooding.. many Cities and towns around the world are prone to flooding, however their governments build defenses to contain these disasters... but of course the Irish government like to do things differently
Every City gets the title it deserves therefore Cork is the real Capital and Limerick is Stab City

Well now be fair fog forms on bodies of water first so by going as high as possible they were getting as far away from the fog as possible, if they built it on the Lee fields they'd be fog bound most cold morning's and flooded in winter which is the only other large area of flat ground near the city but still to small for a runway unless they bulldozed Ballincollig out of the way

Of course there was a little known runway in Mallow that hardly ever got used... in fact it was only ever used once
