Odd enough situation Soaircha, sorry it happened, I guess there's first time for everything, but hopefully not too many more incidences like this.
I suppose that you should just go with your instincts on the matter; I assume that since you agreed to refund him the full money, that you felt that he wasn't just taking the piss or purposely timewasting (or actually just showed up for a shower! ), and that he really just had a serious case of nerves on him that made him too shaken-up to go through with it. If he seemed sincere, I guess it comes down to being a judgement call on your part, and I suppose he was adequately convincing, if you agreed to give back the full money.
I've always gone in with the understanding that once the money is physically handed-over, THAT'S IT-- no refunds, no negotiations. I once had a bad situation with a Red Light District Lady in Amersterdam that tought me this lesson; she actually started YELLING AT ME when I just wanted to spend 70 instead of 100 (the standard basic price as you all know is 50)! The 70 had already been handed over but we hadn't started yet, and I'd really considered asking for it all back & leaving. But I strongly suspected at that point that she would've refused to give me the money back, and there was no point in making any trouble over in Amsterdam, ANY trouble at all and the benefit of the doubt will atomatically fall to the lady. So, I decided to at least give it a try, but I couldn't get or stay hard to save my life. It put me off so badly that I just couldn't get into it all all, and left unsatisfied, angry, and the wallet was 70 Euro lighter.
Even in this situation I'd been through, horrible as it was, I'd still say that technically speaking, once cash is handed over, that's it. And fair play to you for being nice enough to the guy to give the money back, but you'd have been well within your rights to refuse a refund once the money has exchanged hands.
