No excuse for no water but if you see a horse on bare ground it might be there for a reason, feel free to report but do not feed it.
I am aware of one poor animal that was on a restricted diet and in poor condition, vet was convinced that the horse was allergic to something it was eating.
He was right, the horses condition didn't improve until it was discovered that a woman was feeding it every day. She thought the horse was starving, instead she nearly killed it.
