    Some more info:

"Should it be illegal to pay for sex with young adults?" we have John Mann MP, whose Private Member's Bill seeks to raise the age from 18 to 21. Supporting him is former sex-worker, Helen Wood; and charity worker, Anne Dannerolle from Beyond the Streets. On the other side is George McCoy, author of McCoy's British Massage Parlour Guide; Catherine Stephens from the International Union of Sex Workers; and Charlie Daniels, author of Priceless and also a sex worker.

I tried but as it's from the BBC, they've limited it's license to the UK so anyone outside can't view it without circumventing the block in some way.

It appears that the private members bill in question is in the backlog pile

I was of the understanding that it already was 21 - I understood that in parlours/agencies the under 21s are not allowed because (according to what I've been told by the owners/those in charge) having under 21s on the premises would lead to immediate prosecution. This is of course in places where parlours/agencies are tolerated.
In adult/fetish clubs which are members only it is part of their licencing regulation that members are over 21.
