    I'd have thought that guns being in a high security prison was a predictable risk.

    There is a diff between a high security prision and a secure prision.

    I dont think duty of care was a concern at the time because he being transported in a van from side of prison to the other . He probably would have had more protection in the open prison. Like, who would expect a van to be attacked . I believe they were protecting him by not letting him walk from one section of the prison to the other.
