I don’t think that location or quality of location should impact a review
If it were possible, I think eg. The location deserves 3 stars , you should be allowed to rate it as such , but it should have no bearing on the escort or her services provided, going forward.

If I remember it there is a weighting on each category of the 5 sections and accommodation is lowest of those so its less important with the star ratings , it might be good if those are lowered again but I guess it should also be about reviewer using some common sense in current environment

As you say, not perfect but the best we have. The 5 stars is a bit of a question mark and seems to stand for good rather than exceptional. Maybe time for a sixth star.
