I wasn't being literal by saying everyone. About the massage parlors, I wonder to myself how are they making money because they are on the busiest of streets in the center of the city. There is no privacy whatsoever. It's practically impossible to not be seen going into one.

I dont think as others have said that they are executing the law, the guards are there but nothing more than statues
