In my days it meant some lozenger of some sort. As you know it has various meanings on this forum, too many for me to be posting images.

I've never heard of anyone getting arrested for shaving their balls in public, even in a corollary manner.

Edit: Or whatever the correct description is for when they try to imply that you were only pretending to shave your balls so you could take a piss is.
