I understand that any new law coming in must first be approved by both the Senate and the Parliament and signed by the president before it can become law. This law has several steps to take before it reaches this stage according to a lawyer I spoke to. He said that it is unlikely to be in force in the coming year. More likely 18 to 24 months if the full process is followed. The full process means a final draft of the law must be approved by the parliament and the senate. Then it must be given to the Attorney General to make sure it fits with the constitution before being finally signed into law by the Government and the president.
