I thought verification was to do with the picture you send in with their website address in your hand, so they can prove it is you? As you say, verification of new pics is a short term thing when they are being checked and this is done quickly if during office hours. You don't have to keep sending in a 'verification' photo for that to happen.
I'm assuming anyone who has never had verification could change their pictures as many times as they like and it would never show up verified until they have done that?
