Isn't a better question - "who chooses to be an escort of their own free will?" Independent / Agency / Working in a group organised by someone else - these are different mechanisms by which escorts can work.
Once you get to this question, then a registration systems, support to enter and exit the profession and legal action against abusive punters becomes the obvious way forward to give sex workers the best chance of a good life
