Just to venture a theory but the soccer violence in a country like Egypt is so severe because there is so little to do in Muslim countries. EVERYTHING is prohibited or haram according to Islam.

Lots of frustration and boredom=explosion

The growth of the consumption of E and rave culture is pretty much credited with decimating the amount of soccer violence in England at the end of the 80's and the begining of the 90's
