No its not going against Gods teaching, its going against Gods followers moral teaching on sexual ethics and morality.
The Humanie Vitea (Human Virtue) says that sex is only for procreation and anything that inhibits that from taking place is immoral. However When this was written before the stds and Aids became a common occurence. This new teaching will be mainly for gay sex(no proceation possible ) and for African Catholics because of the massive Aids crises.
I do agree though that it is a long time comming and was idiotic not to implement this sooner.
However Ratzinger is a Theolgical Scholar and it would have been hard for him to do a U-turn on this after centuries of church teachings
