They usually target foreign girls knowing they're not going to do anything; landlords aren't going to do anything because they can be charged with adding prostitution, and the bosses usually had criminal pasts so they couldn't do anything. Unfortunately if your in a public place, a photographer can legally take your photo. The photographer has the rights to the photo which he can sell, publish etc. There are a couple exceptions to the rule but not many.
