    This is the problem which the characters in Plato's Classic work, 'Republic' try to solve. They work out a proposed 'perfect society', and set up a structured model for it, with different stations/classes at each level, and each would be dedicated to their prescribed role within it.

    At the top, they proposed to have the 'Philosopher-Kings', a group of the wisest and most educated & enlightened people in their society to be it's benevolent rulers, as they would rule with the interests of the people and the society at heart, NOT their own interests. Of course, the argument falls apart in the end, and the characters agree that such a society couldn't exist anyway...
