    Well if he's being pulled over for using his mobile phone then he would have to be using his mobile phone before the blue flashing lights came behind him.

    Gardai aren't the only people who can put up blue flashing lights. There is a problem in Russia now with civilians putting up blue flashing lights to get through rush-hour traffic. But you're probably right.
