EU Proposals leading to Directives can be quite promptly agreed, the delay you highlihght is as regards member states ratifying the Directive....this proposal is scheduled to become a Directive in late 2010..... for end of 2011 ratification by Member states...

LoL i bet those that voted Lisbon now are wishing that they didnt. It mightnt be easy to have it ratiified as by then i reckon ppl will be sick shit of all of this economic bs by politicians as its jobs and prosperity ppl want, not voting.
