I doubt it's very safe as he has 1/4 of her genes.
I believe that first cousins have 1/8 of their genes in common on average, first cousins are known to occasionally produce defects.
I'm getting this by assuming a son gets 1/2 of one of his parent's genes (on average) and a person has 1/2 of their sibling's genes (on average).

Putting aside the incest side of it. The woman is 72 years of age. There is a good chance that she wont be around long enough to take care of the child. She wil be shattered at that age looking after a child, probably put her in an earlier grave
