By landline IP, I mean BT etc type ISP.
Regards what you are saying re mobile IPs, all I can say is that I know this is not the case with Vodafone UK, O2 UK and T Mobile UK. You travel to Ireland with a phone from any of those networks and you will have an Irish mobile IP if you post on E-I. I don't have an Orange UK phone, so I can't say for certain with this network, but I would have thought it is very unlikely you can stay on an Orange UK network for data within Ireland.
