I believe so. In the old calenders if there were two moons in a month, one would be highlighted in blue.

Yep. That's exactly where it came from. It's uncommon
But not as rare as you'd think. They usually occur every 2.5 years or so. So once in a blue moon would mean. 1 every couple of years.
