In my opinion, it will take legal effect by the 1st June. My reasoning behind this conclusion is subsequently listed: (i) President Higgins returns to the jurisdiction on Sunday ( 19/2/17). (ii) as stipulated in Arts 25 of the Constitution, it must be signed not before the 5th day & no later than the 7th day (likely date of signing would be 24th/25th). (iii) the short title states that with the exception of Part 5, all other Sections commence three months later. (24th/25th of May). There may be a slight nuance on the dates in reality however I would imagine, it will be commenced by 1/6/17.

It would seem odd if the really serious criminal issues addressed under this bill including trafficking and grooming children for sexual exploitation would commence 3 months down the road, but consenting adults acting in private would be liable for arrest from day 1, but the whole way this has been handled, you couldn't put it passed our political class!

No no, Part 5 is to do with evidence which is to be implemented at a time of the Ministers discretion. Part 2, Section 10 is the one that we are all concerned with and that doesn't take effect until 3 months subsequent.
