Also sometimes new laws when signed by the President don't take immediate effect but rather are activated at some date in the future by ministerial order. For example, July 1st 2017.
In addition, if this law is challenged in the courts as up North it could take some time for a decision to be reached. If such a case was taken on a point of constitutional law or Human rights law,
the DPP may be very reluctant to prosecute cases until the courts have decided upon the matter.
This would have the knock on effect of making the cops think twice before going all out to bust lads.
This very much seems to be the case up North which does not appear to have experienced zealous enforcement of their version of the law perhaps because of the pending High Court challenge.

Surely driving it underground and putting the women at risk of assault by pimps and giving pimps all power where is womens human rights ? and lonely guys or women ,people with disability etc who see escorts maybe for some affection, love and sexual release they should have a basic need taken away where is there human rights ? , women or men should go back to work for 2 euro an hour in there own country and scrape on poverty line for rest of their life instead having a right to earn 200 euro an hour and go have a great start at life afford college , house ,car and provide for family later on ,no government wants them to die in poverty ? they no have human right to choose to build a good life is it ? I really hope it is challenged because it is an awful breach of human rights it is horrendous
