The problem with this approach is that new comers may not get a chance because they are not visited and reviewed and ultimately over a period of time choice could become rather limited. Every industry needs new blood and what would it
be like in five years time (without repeal) under this law if new escorts are in short supply.
In general my predictions of the impact of the new laws are as follows:
1. Raids by the cops on brothels will be greatly increased particularly in the short term. These raids will be on well known haunts which are in nearly every town in the country at present. It would be advisable to stay away from
places which clearly have 3 or more escorts operating from them.
2. It will become more difficult for escorts to find suitable accommodation and to trade unhindered from apartments. This will add to an increase in costs/prices at the upper end. Most worryingly at the lower end it may lead yo
displacement to outdoor and other more dangerous locations.
3. Hotels will become more favoured as venues than in the past. Escorts will stay for 3 or 4 nights and move on. Security to monitor the use of hotels as venue for the sale of sex will be enhanced but it will be countered by
new methods of disguising what is going on.
4. The cops may try to become involved in sting operations as they do over in Uncle Donald's but these are costly to arrange and may fall foul of the courts.
5. New innovative methods of selling sex may come on stream which would result in services being delivered in new ways and in new locations.
6. Ultimately the new law will either be repealed and replaced by more enlightened legislation and/or be made redundant by the Courts.
Also sometimes new laws when signed by the President don't take immediate effect but rather are activated at some date in the future by ministerial order. For example, July 1st 2017.
In addition, if this law is challenged in the courts as up North it could take some time for a decision to be reached. If such a case was taken on a point of constitutional law or Human rights law,
the DPP may be very reluctant to prosecute cases until the courts have decided upon the matter.
This would have the knock on effect of making the cops think twice before going all out to bust lads.
This very much seems to be the case up North which does not appear to have experienced zealous enforcement of their version of the law perhaps because of the pending High Court challenge.

There is a large body of legal opinion built up over the years regarding what does/does not constitute a sexual act. Massage of a sexual nature would fall foul of the law. However, this is very difficult to police.
What the cops tend to do in this regard is to rely on evidence such as used condoms which would prove that services rendered where off a sexual nature. Perversely internationally the presence of even unopened condoms
has been used to prosecute. This clearly would have serious health implications and indeed formed part of the successful Supreme Court Challenge in Canada a while back.
To answer your question the massage scene would continue but "parlours" would most likely only provide hand/oral relief.
One further point. It might be wise to only visit a person who has some bone-fide qualification in massage. Because if the cops got nasty and tried to bust lads visiting a massage joint while
you may be able to convince the judge there was no sex you may not be so lucky dealing with you wife or girl friend.
