The true interpretation in the laws eyes is two escorts who are actively working together, a duo is the same as in majority of cases they both share then it is illegal, it has nothing to do with whether there are two clients or one in the apartment, in fact there doesn't have to be any, as long as the two girls are actively selling their services from the same premises, its a brothel. I can't understand why you could publish a review for a duo in these circumstances as its contradictory for a start.

let me clear this one:
If an advertiser is sharing an apartment with a friend, but have separate adverts, we will not publish a review where there is an implication of 2 or more girls working together.
If 2 advertisers choose to advertise openly as a duo, we do not face this dilemma and can publish the review.
