You can be guilty of anything if you admit to it, no matter what it is.
I suspect what happens is that the cops pressure the girl to “own up” “confess” etc.
Cops get a conviction, they are happy, the girl gets fined, deported or whatever, but later she returns to her work and she is (reasonably) happy and so it continues.

Keeping brothel means when other escorts have already worked in the place and you know it was used before even though you are alone they can accuse you of keeping brothel.
