This fairly reflects reality and history where the town has been considered to be in different Counties at different times, because it is on both sides of the river, and both sides of the County border. There are quite a few towns like this in Ireland and even towns that span the international border between north and south.
On this occasion you are correct Steve. The Boyne runs through Drogheda which divides Louth and Meath. The majority of the town and the town center is on the Louth side.
