I don't think your chances are great if the Garda gives evidence to say he seen you without a seatbelt on.
I have got off with penalty points for speeding by going to court and telling the judge I didn't receive the fine.
Lots of people do this and the judge has no option but to let you off as they have to prove you did receive fine,
and as they don't use registered post they have no proof. Even though the judge let me off with penalty points I
still was asked to pay £100 to the court poor box but at least I got no points which was my aim.
