95% of Trolling is done after dark. Put a curfew on all new users until they have reach a certain criteria. Pointless putting a single restriction on it as if you put a time limit say 30days, they will just park the account. If you put a post limit on it say 150 posts, they will just head over to the the soap Opera section and fill it with junk.
A combination of both could do the trick, say 2 weeks and 100 posts would but off all but the most determined Trolls.

I think most people would walk away from it if it were that severe. Most people join (if legit) with an element of excitement and have questions they want to ask or get involved in threads or they tend to be more observers and not wanting to post anyway.
Someone who joins to troll tends to have an agenda where they are trying to ruin a rep or wind someone up. At least if their first 10 posts are delayed and moderated they are being forced to toe the line for a period of time and if their style of posting changes upon the 11th post it becomes pretty obvious.
It's worth giving Lu's suggestion a go, as at least it does give things a chance. Worth seeing how it goes.
Those sort of restrictions work just fine in other forums. Some have suggested a separate section for the newbies where they can post. If that were created and beefed up with faqs and tips I think it would be a really nice improvement.
Regardless, I think most people can be patient and waiting a few days wont kill anyone. There's tons of info on the old threads for people to go through. Besides, if most of them are observers this won't impact them as much as it does the trolls.
