Perhaps the problem is right there. I know this could be time consuming at the start, but E.I. staff should be responsible for uploading all the pictures. That's the best way to make sure the pictures are verified and that no naughty ones slip through the system. This would route out all the duplicate profiles, girls using fake pictures. Once it was done once for each girl you would only have to worry about any new pictures they might want to upload. With the exception of SophieX i'd say most girls don't change their photos more than once every 6 months
The fakes would have to take real pictures or else bugger off and the genuine girls would have to wait maybe a day before there pictures were verified.
It's hardly feasible for E.I. to expect the forum members to keep submitting fake photo reports and starting threads like these, when little or nothing gets done about it.
Here's a question for you, what's to stop advertisers putting up pictures of under age models and passing them off as them selves. Where does that leave the site legal wise?
