I think the OP got the details wrong, but the underlying idea is a good one - to allow escorts and clients to know whether someone they are communicating with has been active on the site for a while. This makes it a bit harder for a policeman or a journalist to infiltrate the site and get sensitive information.
The photo-id suggestion is a non-starter, as others have said.
I agree that the number of reviews is a good measure of trust. It would be easy for someone to post for a while, or log in a large number of times to build up credibility, but actually participating in appointments is a pretty good sign that they are a genuine user!
The harder question is what to do with that "trusted" status. As Lu says, it is not practical to prevent new users from seeing escort profile and contact details. The only useful thing that I can think of is some indication of trust status on profile and PM's. We already have the heart icon to distinguish escorts. If there was also a trust icon on all user names which was colour coded so that users with no trust credentials showed as red, well-established users showed as green, with possibly an amber in between, then escorts and clients could treat people accordingly. For example an escort might choose to ask clients with no track record to phone from a location overloked by their apartment as an extra precaution, but not bother with that if they are well-established. Clients could be more vigilant when an escort is new, and thus more likely to notice people watching them, and less likely to be scammed.
