Some men have phimosis, very tight foreskin, cannot be fully pulled back or painful to pull back.

Yeah I almost got circumcised because of it, but I got a second opinion from a different doctor and told me to stretch it while taking a hot shower as it wasn't a bad case, the other just wanted to cut me up and get paid. 2 years later and its gone for good.
