Who cares! For most of my adult life I assumed it was against the law. Even so, they might have an initial crack down to grab some headlines and try to scare people off then the budget will run out and it will be back to normal policing. See many jaywalkers getting arrested? they can't handle drugs, rape, assault, burglary theft etc. Like the blasphemy law it will prove impossible/pointless to police.
This will change nothing for the guys but make things difficult for the ladies. It could spell an end to blatant sites like this and result in a resurgence of 80s style massage girls
While Germany has legalised it and is progressing our funny little backwater island is going back to the dark ages. I think sex tourism will have a bumper year from the Irish guys too

well known escorts are going to turn on us and start black mailing us ,guys have money to burn as sugar daddies, the media has already put out stories and see it as illegal now ,girls are going to give up and say goodbye to 200 euro an hour to go to foreign countries and punters will go back to their 60 year old wifes or whatever yeah if everybody had that attitude prohibition would still around and we'd be line dancing as fun nights out lol

-Rates will probably rise so there will be an incentive for some to stay

Even if they burst in while you are elbow deep in ass how do they prove you have paid to be elbow deep in ass unless you confess or she squeals?
Perhaps while you showered the girl "pinched" €150 from your wallet and you didn't notice because you were too busy banging her. It will depend on how the law is phrased, I don't envy anyone trying to prove beyond doubt in a court of law that you paid someone for inside a private apt with no recording of you saying "will you let me screw you for some money".
Perhaps the gov don't give 2 hoots and see a way to tax the industry without legalising it. Just like speeding tickets you might get a a €100 fine. Cher ching says FG/LAB. Next will be fines for Kgs of coke.

The fixed penalties will become the norm. Pay €100 and it all goes away. No court, no name in the paper. Even if you are innocent many won't want to fight in a court. Paying up will become the default action for most if accused.
What makes this worse is there is to a Bill both sides of the border and we don't know how it will be policed on either side.
They will be working closely together.
If one side hits down hard, it will put pressure on the other side to do so also and get some convictions.
Both governments have become too close. Stormont is really a big joke at present.
This is affecting people on here already and its not even in yet so what will it do when officially in next year. Anyway, there's not much we can do about it, .
