It's not a bad idea, but I'm not sure, it would weed out the cretins you refer too. Some of the greatest Villains of out time are really quite clever.
You only have to look at the "Joker" or "Hannibal Lecter"
I think the way forward is to have a cooling off period where you can't post or at least not after a curfew for a determined amount of time. The trolls are really quite impulsive types, so having to wait is so not their style. By the time they have had to slog out the wait, they will have lost interest and the world will have moved on...
