Okie dokies, quick rundown.
It's entirely LEGAL to work for a brothel or agency - it's entirely ILLEGAL to be involved in the management of a brothel or control the activities of a prostitute.
It's entirely LEGAL to work alone on an apartment - it's ILLEGAL to rent out a room, it then becomes a brothel whether there are two girls there at the same time or one in subsequent days or weeks. The person committing the offence is not the girl renting to room but the person who took out the rental contract and it is that person who will be prosecuted, with the girl who rented the room from them usually asked to be a witness. If she refuses to be, she may be charged alongside with management of a brothel.
It's entirely LEGAL to advertise sexual services, soliciting refers to on street activities and I know of no case where a lady has been entrapped on the telephone in any country. It's easier to go and see the lady and hand over the money, there's proof. The newspapers might. It's illegal to put a skirt on and go down to the street to entice clients. It's illegal put a red light in your window and sit in it.
Now then, clients. It's LEGAL to pay for sex. However, and this is a big however, if you are found with a lady and she has been coerced (trafficked) or underage, you will be charged with rape.
You can be compelled to be a witness in any case and you probably will be if you are caught up in the wrong place at the wrong time. If you are seriously worried book an OUTCALL to a discreet hotel.
To the sages on this thread, stop trying to act like the oracles on a set of facts you neglect to learn for yourselves, you do no favours like that.
