I feel agencies should be legalised but under strict regulation to ensure that the girls working for them aren't coerced or abused.
However, in order for this happen there would have to be complete change to our legislation governing prostitution and we would have to adopt the "legalisation and regulation" model.
I am not really in favour of the "legalisation and regulation" model as it is too onerous from a pratical point of view and I can't see the government actually implenting this (with the track record our government has on Health and Education, I can't see them getting this right either).
I favour the decriminalisation model, but I'm not really sure where agencies will fall fall under that legislation. I suspect they will still be illegal because the decriminalisation model doesn't allow for regulation.
My impression of why agencies work in the U.K. is because they are a significant number of British girls that work for them and therefore stand up for their own rights and maintain an overall standard even for the non-British girls. But I will admit to knowing nothing first hand of U.K. agencies and am willing to be corrected on this.
