A friend of mine is on social welfare and was asked to pay the house hold charges so she went to the council to ask had she to pay it as she is only renting and the council told her no you dont have to pay it its the landlord whos pays it as he owns the house so she told the landlord this and he paid it those on social welfare dont have to pay xxx melinda
