It's definitely questionable. TBH I've given up expecting anything logical. There are always silly conspiracy theories floating around, but EI have a strange way of dealing with things. Nothing is EVER consistent. How are people supposed to know what rules they are breaking if the rules change on a whim and when you have mods who have trouble understanding even the simplest of things.

There seems to be somewhat of an inconsistency in the application of the rules and in the level of moderation across the board.
For example, one person can be banned and without a reason being given on the ban notification, does not know whether this is an arbitrary or justifiable action. On the other hand, rules get broken, such as this one
