i assume if a punter cancels beforehand he is not classed as a timewaster

Thats correct in my case, I wouldnt enter a guys number if he cancels before the booked time BUT if he does it three times then yes I then class him as a TW.

I'd imagine a lot of guys get put on that list for giving a bad review?

No I dont think that would be the case Anon, if a client has reviewed a Lady as possitive or negative he must be genuine (in MOST cases)
