I think Stella may even be a little generous with 15 mins, as it is quite long enough for us to get our act together to let us know we are delayed. As a few threads have said, it comes down to basic courtesy (note I do not say common courtesy).
If I were delayed I would ring 15 minutes before the appointed time (or as soon as I knew I was delayed) to say I am delayed. I would expect to be told that you have another appointment and that you might be available later that day; or if it is my lucky day - thanked for letting you know and that my 20 minute tardiness is fine But that's just me
