Without knowing the details, I think the issue was "different" users having the same address, not one user having multiple addresses.

Multiple laptops can have a single IP address as well if connected to a server in an office for example or if fed through an 'IP hiding' site ....

But yes I remember there were allegations that claimed that there were a few members using 'the same IP (laptop) address' but that is common among the ladies who share accommodation as they might only have one laptop between them and they share .......
