Dont see why airlines should have to pay compensation when a volcano goes off ffs. Refund, yes of course, but compensation? GTFO.
All businesses build things like this into their costs but dont tell you about it.
So what would be the reaction if he just added €2 to the fare on every flight? Nothing, it would still be cheap as fcuk.
The only reason he is doing it this way is to stir up controversy. Theres no such thing as bad publicity.

when i was a kid an airline flight was hundreds,
O'Leary's dad headed GPA, another trend setting business.
O'Leary figured empty seats were real waste on flights, if he
could get a bum on it, the fare would be money off the fuel bill.
he has encouraged people to travel more freely, his business model
thirsts revenue too.
He is the greatest businessman this country has ever produced.
