In PM you can exchange contact details or you can use an application on phone which is chat, to exchange details of appointments. That way no contact numbers is visible.

This will be a nightmare to enforce, firstly the girl maybe a friend, someone you meet in a club etc etc,. As for following punters, probably will mean escorts having to be more savy with clients and using the boards (PM) to arrange and sending texts re apartment etc. Wise thing to do obviously will be get details of location etc before your at destination (5 mins away) etc. Just use a big of cop on (excuse pun) and should be okay.
Actually I think it would be very easy to enforce. The gardai don't have to catch hundreds or thousands of clients on the job......just a few will do, and the publicity it will get in the local/national papers will do the rest of the job for them. It won't even matter if the accused end up being convicted or not......the publicity will do the damage.
All the gardai have to do is establish which apartments are being used by more than one escort and try and find out which escorts are working there. Then they stake out the place until they observe what they think it one client going in for his appointment. At this stage the waiting Gardai make an appointment with another escort in that apartment, and within 10 minutes they could be in there while business is being transacted. The alternative is to take over a few of these empty apartments that are in NAMA's books for a few days at a time and put a few female gardai in them and have them advertised here or elsewhere. I imagine they could catch quite a few suckers each day and that any court fines imposed would cover the costs of such operations. So from an exchequer point of view, it could be revenue neutral or even revenue positive.
As another poster mentioned, I can't see the govenment having much joy on the economic/jobs/bailout front, so something like this might be an initiative that would be attractive to the them.
It really is hard to say exactly how things will be if/when some of tis new and ridiculous legislation comes in.
I imagine that enforcement would almost certainly vary depending on your location, with smaller towns that get far fewer touring ladies perhaps being a bit easier to target than larger cities, as there would only be a few places out of which they can work. Of course on the other side of the coin, local gardai with a small number of guards might not have the resources or time to devote to operating stings or stakeouts. Or perhaps again, in the abscence of more serious crimes to prosecute, stopping/addressing the supposed 'problem' of escorting might be an easy target for them, a way to make themselves look as if they are doing their jobs.
I suppose that as others have already stated above, the best way to handle things might be just to wait and see how it goes. but I do agree that if this new legislation comes in, there will almost certainly be a few 'test' cases which will intentionally be made high-profile to function as a deterrent to others, to make all of us punters think twice before scheduling a punt, with the ultimate goal being to scare punters into not punting anymore, which in turn will send the ladies packing for lack of adequate business. I guess we'll just have to see how it all turns out, and plan out how we'll deal with things if a worse case scenario comes to pass.
What if the escorts were selling a packet of sweets for 100 euro. Then in theory what happens between consenting adults is not being paid for. I wonder how such a glaring loophole would be handled by a supposed new law.
Hopefully the law makers will realise what a draconian view is presented to them and simply discard the idea in the first place.
