Really can't see it happening to be honest. I agree with one of the posters that there might be a few headline stories,these sort of stories are always good to boost a politicans ego,sell newspapers and keep the moral majority happy.
But in reality,how the hell are they going to enforce it? The gardi like all other public services are under economical/political pressure, they aren't going to get any increase in resources to police it. Lastly I think the new govt have far more important issues to deal with.

why thank you for agreeing with me ber - it obvious to me that if it dose happen then what will happen straight away will be a few high profile case to scare of every one else So as soon as the law is passed is probably when its the most dangerous period as there will be a need for a few sacrificial lambs to justify what they are doing is right
