Most times, Guy2 doesn't want to wait. He wants 6 p.m. or nothing at all.
I can text Guy1 to see if he is coming only if 6 p.m. is approaching and there is no sign of him yet. But Guy2 is long gone by then and you don't ever get Guy3 to ring.
It all depends on whether or not you put the respect that have for your clients above your desire to maximise income.

If you do, it is simple, Guy1 has the booking and gets priority.

If you do not, it is still simple. You tell Guy2 to come at ten past six. Then at ten before six, you contact Guy1 to see how he is doing. If he says that he is just looking for a parking spot, then you can text Guy2 and cancel. It's not great for Guy2 but it is a lot better than hanging about on a cold street corner phoning phoning phoning.
